Rob Pasker’s Vision for Toledo: A City That Works for Everyone
Rob’s campaign is built on four core pillars, all aimed at creating a more equitable, empowered, and prosperous Toledo.
Pillar 1: Access to Homeownership
Rob believes that every Toledoan should have the opportunity to own a piece of their community. Through education, assistance, and systemic reform, he’s committed to breaking down the barriers to ownership.
- Expand down payment assistance programs
- Launch financial literacy & homebuyer education initiatives
- Promote long-term affordability through community-centered housing solutions
Pillar 2: Economic Development
Economic opportunity must be rooted in local ownership, fair wages, and community-centered development — not just outside investment.
- Support locally owned and neighborhood-based businesses
- Create job pipelines through housing trades and real estate
- Tie development deals to public benefit and local hiring
Pillar 3: Zoning & Infrastructure
To rebuild neighborhoods and increase housing access, Toledo needs to reform outdated zoning laws and reinvest in crumbling infrastructure.
- Reclaim vacant lots and abandoned homes for owner-occupancy
- Reform zoning to allow smart, community-centered growth
- Fund home repair grants and neighborhood beautification
Pillar 4: Community Engagement
Rob’s leadership is rooted in community voice and grassroots partnerships. He believes in meeting people where they are — in their neighborhoods, schools, and everyday spaces — and making sure their voices help shape policy.
Whether it’s through mentoring youth, working alongside neighborhood leaders, or supporting community-based events, Rob brings City Hall to the people — not the other way around.
Launch neighborhood-based initiatives that connect directly with residents
Invest in youth leadership and financial literacy programs to prepare the next generation
Collaborate with grassroots organizations to remove barriers to ownership

Whether you’re voting for the first time or you’ve been riding with Toledo for years, this page breaks down the most common questions about Rob Pasker’s campaign for City Council. Clear, direct, and rooted in real solutions—just like Rob’s vision for our city.
My top priorities are increasing access to homeownership, driving economic development, and creating pathways for young people to thrive. I’m focused on neighborhood revitalization, supporting small businesses, and making city government work better for the people.
We grow Toledo by growing Toledoans. I’ll champion small business support, expand youth entrepreneurship programs, and create opportunities for people to build and grow right here at home. That means investing in neighborhood talent, removing barriers for new entrepreneurs, and supporting workforce development that leads to careers—not just jobs. When Toledoans succeed, the city succeeds.
Safety starts with stability. I’ll support violence prevention initiatives, community policing, and investments in youth and mental health services. We can’t arrest our way to safety—we need proactive strategies that build trust and address root causes. At the same time, I believe the city must ensure our Police and Fire Departments are fully supported so they can protect and serve effectively. Public safety is a shared responsibility, and we need a balanced approach that keeps every neighborhood safe.
A District council person represents one specific area of the city and focuses on the needs of those neighborhoods. An At-Large council member represents the entire city. Both roles matter, but I’m committed to citywide progress—no zip code left behind.
I’m running to increase access to homeownership, support economic development, uplift Toledo’s youth, and bring real community voice into City Hall. I’ve already been doing the work—educating first-time buyers, mentoring students, creating housing pathways, and helping families build generational wealth. Now, I’m looking to scale that impact. This campaign is about rebuilding Toledo from the inside out—block by block, and generation by generation.
I believe in access to ownership over temporary affordability. My plan includes restoring Toledo’s vacant housing stock, holding absentee landlords accountable, and supporting programs that help renters become owners. Toledo is being recognized nationally as one of the best real estate markets for investment—we need to make sure the people of Toledo don’t get left behind. My focus is on building pathways to property and generational wealth for longtime residents.
While the city doesn’t control schools, we can be strong partners. I’ll advocate for career readiness programs, mentorship pipelines, and city investments that complement what our schools are doing—especially for underserved students.
I’ll fight for equitable infrastructure investments—from roads and sidewalks to broadband and green spaces. Our communities deserve basic dignity, and that includes clean water, safe streets, and modern public spaces.
